Fix envoy SDS integration test version detection (#2073)

The envoy-sds-v3 integration test parses the latest version from the
redirect URL given back by the github releases page. Unfortunately, when
point releases for older versions are released, they can become the
"latest" release according to github, which isn't what we want.

Additionally there is sometimes some latency in envoy publishing their
docker images after a release. If we try and execute integration tests
before the image is published, then the test will fail.

This change updates the docker integration test to obtain the list of
releases (sorted from newest to oldest). It will scan the list until it
hits an image which exists, and then run the tests. This should USUALLY
result in at most the first release being skipped.
