cli: simplify and fix command argument passing

Now pychroot commands similar to the following should work as expected
(or how they normally do when using chroot):

pychroot ~/chroot /bin/bash -c "ls -R /"

Previously the additional arguments for the command to run in the chroot
environment weren't getting passed down properly.
