Neuron name service: reference API only for non-local back-ends

For the local back-end (the current project on the server CATMAID is
loaded from), the neuron name service should just behave as it always
did, i.e. no API is specified on any calls. This is now enforced if the
passed in API instance is explicitly marked as local.
