Use automatic naming of the RDS

This removes the use of the RDS name and exposes the AWS generated
one as dbname.

- Pass template to config:rds method
- Add resources and outputs internally to config:rds method
- Add new dbname output
- Update tests to use template passed to rds()
- Add output tests for rds name
- Changed 2 test comparisons to standard expected_data, actual_data order
- Drop mention of rds name from sample project
