Commit Message

change the encoding of the Location in Ituma Called-Station-Id (#100)

Turns the specification was wrong and the CN does not contain a
decimal integer, instead its a hexadecimal integer. This make
formating is slight simpler. The new method will also not crash
if non numeric value is passed.
