Add builtin to recover public key from a message and it's ECDSA signature (#918)

* Add signature recovery function

* Try verifying signature using obtained public key

* parse hex and hash it before attempting recovery

* Remove extra key not in genesis public key set

* Double hash before recover

* Use uncompressed public key in recover. Update tests

* Fix tests. Address recovery from signature works now

* Add builtin ecdsa_recover_pk and a test for it

* make fmt

* Add another set of tests and the Scilla test to testsuite
