#711: normalize gender in DB and forms, improve filter by gender behavior (#833)

* add check constraint to officer model

* normalize existing gender data in migration

* Update gender options for test data

* Update forms.py to save None when gender unsure

* Normalize gender on input

* normalize gender when bulk adding officers

* do not add a filter if Not Sure is specified

* add test for including all genders

* Alter filtering forms to account for null genders

* fix failing tests

* allow_blank is unused now

* Add test_create_officer_from_row_adds_new_officer_and_normalizes_gender

* reorder GENDER_OPTIONS, fix save/load for EditOfficerForm

* Replace coerce_gender with lambda

* Update AddOfficerForm to use same gender field as EditOfficerForm

* add None representation to models.officer.gender_label

* Fix tests and add more detailed notes about testing

* Clean up linter issues
