Create new CLI documentation section (#185)

Resolves #177

**Why this change was necessary**
Our current way of implementing CLIs consists of wrapping an API,
meaning there is documentation for the API and documentation for
CLIs. Both were implemented in the API section of our doc, which
wasn't accurately reflecting their scope.

**What this change does**
Creates a CLI documentation section just for CLI modules.

**Any side-effects?**
In `docs/`, run `make clean` before rebuilding docs locally.
