Client.OFXClient.__init__(): make persist_cookies kwarg default True

Also remove obsolete unsafe kwarg (i.e. verify_ssl in
OFXClient.download()), since the glitches around PEP 476 adoption are
long past by now, and this option is incompatible with the CookieJar.
