add tests for relative eats and fix for ADS on windows

:stream is not a good filename to encounter on windows when trying to
retrieve an alternate data stream, so always resolve the path if it is
not absolute, this is generally sane since if someone is trying to get
an xattr from a relative path they are probably expecting the path to
be materialized to a real file, even if the path is relative
