Allow to recreate database from scratch (#2400)

The current code cannot start a node anymore if it doesn't have
at least the genesis block in the db.

This PR fixes this and allows a node with an empty database to
join the network again.

It also fixes:

* faster download of key/value from the global state (in batches 10'000 instead of 100)
* nicer display of connection errors when updating the blocks
