Revert installing Python 3.8 when testing on macOS

This reverts commit 26991ab69.
Unfortunately installing Python 3.8 didn't have the desired effect of
making the tests run again, so for the time being the macOS test
environment is allowed to fail again.
I'm going to open and issue and will try to fix this on a separate
branch.
