Filled in skeleton code and added some tests for panic errors

  This setup is not optimal; the Rust pathfinder should be referenced
  in a cleaner manner, rather than copying the 'pkg' directory as is
  currently done. Also there is an error happening where floats sent
  to Rust are being converted into NaN in some places.
