Install Python 3.8 in the macOS test environment

Upgrading to Python version 3.8 should mean, that a Python interpreter
can be found, making the tests run again. Since this means that test
failures signify problems in the code again, this commit also reverts
commit 834b440e8, thus going back to the
normal behaviour of not allowing the macOS test environment to fail.
