Allow the macOS test environment to fail

On macOS the current Python version is 3.9. Since the test environment
is configured to use Python 3.8, it doesn't find a Python interpreter
and fails. Until I figure out how to get the macOS test environment to
use the correct interpreter, I'm allowing the macOS tests to fail.
