Commit Message

Fix commit-msg hooks handling of --verbose flag

If `git commit --verbose` was executed with a large diff of files,
`commit-msg` hooks would be very slow or sometimes fail with encoding
errors (since the contents of _all_ files in the diff would be output to
the commit message).

We had a filter for this but were applying it in the wrong order. Fix
it.
