[chores] Refactor URLs and routes for openwisp_notifications

Bug:
  Interactive notifications were not working in the development
  environment.

Remediation:
  - Fixed and refactored routes for websocket
  - Refactored URLs
  - Made test use "InMemoryChannelLayer", instead of "RedisChannelLayer"
