Add tests to compile TSX (works without changes)

Changed compilation to look up `tsconfig.json` from web pack context instead of root file. Looking up from the root file created an inconsistency that could only be noticed with multiple `tsconfig.json` files at different locations with multiple compilations within the same runtime (like our test suite).
