Sending refactor (#148)

* Refactor report sending
* Move report sending into module, makes it more testable
* Allow a fake time to be set for testing
* Tests for report sender
* When using in memory database, make it persistent
* Updated some tests
* Some perl critic updates
* Added test transport class and use by default in tests, thus preventing emails being sent by the test suite
* Test failing and fallback mail transports
* Pass to address through to get host
* t/26.Report.Sender: add "use lib lib"
* Sender: remove unused XML::LibXML
* Force tests to use test config
