Import mgmt command: add explicit instance-wide materialization updates

Before, the --update-project-materializations option updated
summary information instance wide. This has changed now and it now only
updates project wide, as the name suggests. A new option,
--update-instance-materializations, also now to explicitly update
materializations for the whole instance.
