Apply NEP-29 guidelines for dependencies (#89)

* Apply NEP-29 policy to dependency versions

Reduces the minimum dependency for numpy and pandas.

* Document dependency management policy

* Run CI job at minimum requirements

* Support pandas==0.23.* in time.has_dst()

* Coerce _has_dst() result to 'bool'

On some versions of python the resulting series has Boolean
values but dtype='object'.

* Link to NEP-29

* Note that pvlib roughly tracks latest release

* Install all extra dependencies for Travis builds
