Slurm (#204)

* initial implementation, not tested yet

* add test for python 3.9

* backup commit, modified setup-env but realized that it is not neccessary

* delete the redundent block size code

* add operator create-info

* move flow helper functions to a new file lib.py; create a new operator read-pngs

* fix loading tasks bug; fix unaligned inference with output cropping.

* one command with multiple tasks works but still do not solve the max array size issue.

* slurm cluster is running, will see whether it is correct or not

* print out number of tasks

* add some documentation and change log

* new release

* allow failure of python 3.9
