Add DateTime Type

Using the fantastic `arrow` module, DateTimes are stored in
ISO 8601 as UTC.  An optional timezone can be specified when
defining the column, which will be used when loading values.

All timezones will be converted to UTC before sending requests, so
that different timezones can be used in comparisons.
