Revise gemset management.

This creates a :dev Gemfile group, that can be used to control
gemset dependencies in development, without any side effects on
the test environment.  In the development environment, it is
possible to encounter gemset conflicts between the triannon
Gemfile.lock gemset and the engine cart gemset required during
engine cart generation.  This can help to identify whether the
triannon gemset is compatible with a given rails app environment and
assist in debugging triannon.  This cannot and should not occur in the
test environment, so when ENV['RAILS_ENV'] == 'test', there
should be no Gemfile.lock file.  This ensures that 'rake ci' can
run tests on triannon using engine cart in a way that simulates
any third-party rails app using the triannon gem.
