prevent .gitattributes from screwing with export_files()

If a user has .gitattributes checked into their sync dir, the cache's
git calls will respect it, which means git might try to do funny crlf
conversions and run into dirty file errors. There don't seem to be any
flags or env vars for disabling .gitattributes, but
$GIT_DIR/into/attributes takes precedence, so we write that during cache
initialization as a workaround.
