Make autoversioning module Windows compatible

This commit makes it so that autoversioning will swallow FileExitsError while trying to backup and restore package_version.py

* Notice that in order to build executable of ClusterRunner on Windows, you need to install cx_Freeze by one of those windows installers here: https://pypi.python.org/pypi/cx_Freeze
