Timescale parity (#374)

* make 1t* and nt* queries work w/ timescale.

* make odd chars tests work both w/ crate and timescale.

* get rid of duplicated delete tests since the ones in test_delete now work w/ timescale too.

* exclude from timescale reporter suite test modules that still dont work with timescale.

* hook up sql pkg tests into main test suite.

* rename reporter.http to avoid conflicts w/ lazy loaded workzeug pkgs.

* implement timescale geo-queries.

* implement conversion from geojson to slf geometry.

* make timescale query results to ngsi translation work properly for complex types too.

* fix location polygon tests.

* fix radius search.

* implement opengis wkt srid extension.

* make timescale backend use wgs84 ref system.

* fix: insert null string as db null.

* fix: dont use rowcount to find out if metadata table was created since it doesnt work w/ timescale and possibly many other dbs out there. the table creation check can be safely skipped since it has basically no impact on performance---table is only created once!

* include geo query tests in reporter timescale test suite.
