Implemented a status bar whose messages scroll away after 5s (#198)

* Added functionality for animation callbacks.

* The animator base class now handles most of the animation complexity

The responsibility for handling timing and for managing the execution
context in which the timer fires is left to the derived class.

The background_animator class handles this by using a steady_timer to
manage the delay, and uses a strand to ensure that there are no race
conditions.

* Implemented an animated status bar.
