Delete top level init file

While this file possible worked in the past to make the functions of the
module available for Products.PythonScripts and page templates, this
did not work any more anyway.

If you want to access this package from page templates, maybe something
similar to `python:modules['ZTUtils']` would work.

deleted:    __init__.py
