Corrected and clarified Pairwise Tie-Breaking

I no longer believe that this library deviated from the published pairwise tie-breaking behavior. I reached this conclusion via the following sources.

Secondary sources:
 * The Cambridge Handbook of Computational Choice's passage on tie-breaking
 * Aziz et al (2013). "Ties matter: Complexity of manipulation when tie-breaking with a random vote." Proceedings of the 27th AAAI Conference on Artificial Intelligence, AAAI 
Primary sources:
 * re-reading the Zavist, Tideman 1989 paper
 * confirming through personal correspondence with Dr. Tideman
