adding generic tests  (#497)

* Move buildtest/docgen/main.py --> scripts/docgen.py
remove __init__.py since there is no source file in buildtest/settings
Add top-level folder generic-tests to store buildspecs for generic tests
that could be run by anyone when using buildtest. Its best attempt
to provide generic tests that should work on any Linux based system. Some
of these tests would need to be refactored to run on appropriate OS/arch.
