Add a comment explaining the LANGUAGES setting

This is essentially what Matthew Somerville explained to me in IRC,
although some of this behaviour is documented in:

  https://docs.djangoproject.com/en/1.8/topics/i18n/translation/#how-django-discovers-language-preference

(Although that only mentions that if there isn't an exact match,
requesting 'es-ar' may give you 'es', not that 'es' may give you
'es-ar'.)
