Commit Message

Resolved an issue/bug with Aws::EC2::Resource#create_tags.

The return value was not correctly returning the proper number of
tag objects when multiple resource ids given. Also, when multiple
tags given the resource ids were not correctly populated.

The actual tags were being created service-side, just the resource
objects being allocated client-side were wrong.
