Add request arguemtn 'nohttp204' for leaflet compatibility

When nohttp204 is present in the query string the normal behaviour of returning 204 for a no data tile changes to returning 200 and a transparent 1px image.

Necessary because Leaflet reports errors when receiving HTTP 204. (tileerror)
