Swagger to oapi migration, p1 (#2917)

* swagger to oapi migration, p1

- fix oapi spec for autoscaler endpoint
- return a tuple of service clients from get_oapi method to mimic
  previous functionality
- add dataclasses requirement for ^
- use oapi client in sysdig cmd
- use oapi client in autoscaler

* only install dataclasses in python <3.7
