Fix API views, testapp and javascript for templates

- API views now supports both urlencoded parameters and json format.
- API views themselves handle the validations through mixins.
- change API tests to use APITestCase rather than django's TestCase.

Fix testapp

- fix urls, errors in templates, settings.
- fix app name to allow django master test cases to succeed.

Javascript

- fetch API is used to make AJAX requests.

Fix tests

- refactor tests.
- add tests for using mixins with API.

Fix tox

- Test outputs from django master no longer need to be skipped.
