CA-1005 Add SA to group using `uniqueId` instead of email (#458)

* CA-1005 When creating Pet SA and then immediately adding it to the user's proxy group, we are modifying the group using the SA's `uniqueId` instead of the SA's email address per suggestion from Google Support in order to avoid a race condition between GCP (where the SA is created) and GSuite (where the group exists)
* Primary change was made in workbench-libs:  https://github.com/broadinstitute/workbench-libs/pull/352 
* bumped workbench-libs google version in Sam
* bumped Akka and AkkaHttp versions in Sam to not conflict with workbench-libs, and had to add some dependency exclusions as well to get everything working
