Prevent adding hosts that conflict with CNAME records.

Fixes #417.

* mreg/api/v1/tests/tests.py (APIHostsTestCase.test_hosts_post_409_conflict_cname,
APIHostsTestCase.test_hosts_patch_409_conflict_cname): New tests.
* mreg/api/errors.py: New file.
* mreg/api/v1/serializers: Import it.
(HostSerializer.validate): Check for conflicts with the CNAME database.
