BUG: Fix. Throttle "popstate" event

As stated in commit f5442e5f3,
popstate is triggered before time when history.hash changes.

This commit, instead of throttling that specific case, triggers the
popstate listener at the end of the browser event loop (on all cases).

TST: Add tests for this behavior
