feat(viewsphere): Add a module for subdivide the sphere and hemisphere

This is needed both for for view-based and radiation studies.  Right now, it's mostly meant to support Tregenza-type subdivision but I imagine it handling some types of other subdivision down the line, like that used for the Cala Dome and Colored Sky.
