Ark manager integration (#97)

* Swicthed back to httprb from faraday because it outperforms it significantly

* Refactored the authority service and made required changes to affected files

* Built in the ark generate functionality

* Refactored fetch_cannonical_label callback for certain Nomenclatures

* resolves #87, resolves #39, resolves #8

* reconfigured travis build and rake file/task to prevent pgobject in use error in travis

* Fixed issue with file_set_members relationship by changing source_type to class_name

* Modified Travis build for better postgres settings; create db and run migrations manually

* Removed nested transaction block in FileFactoryService and just aquired a lock on the record
