Add Thermal Scattering information

Thermal scattering laws are important nearly all thermal reactors. This
change adds a class to the nucDirectory package to represent these laws,
and populates a module-level lookup table with some common ones. A class
attribute on Material is also added so that Material designers can
activate certain TSLs. Given this information, physics kernel authors
can detect the need for TSL treatment and implement it as necessary.

* Remove all resetting of nuclideBases.

Resetting nuclide bases even in tests is no longer supported. This
allows nuclideBase instances to be on the class attributes without
breaking, fixing the failing unit tests.

To handle this, places where the burn chain was initialized during
testing has been replaced with one initialization in the conftest.py
file for pytest. The one place that actually modified a nuclideBase has
its change undone directly rather than relying on a reset.

Additionally, thermal scattering info was added to some more compounds
in the material library.
