No chaching for user-specified connections files

Details:

* Turned caching of mock env off if a user-specified connections file
  is used, because there is no good way to clean up the mock cache.

* As part of that, needed to move the definitions for
  DEFAULT_CONNECTIONS_FILE to _utils to avoid circular import. For consistency,
  moved the related other constants as well.

* As part of that, needed to make the tests in
  test_pywbemcli_operations.py aware of which connections file is
  used for the test, and needed to add support for saving and
  restoring the default connections file.

* Added a testcase with a user-specified connections file.
