Add method build_phase and resolve_testdirectory and workflow for testing buildtest scripts (#457)

* Add method build_phase and resolve_testdirectory by moving implementation from
main class func_build_subcmd into methods so that each method can be called indepedently
so that one can use it for scripting buildspecs
add test script workflow that will run all tests in scripts directory.
Moved all test from scripts/discover_buildspecs to scripts directory.

* build cache before running tests
