Commit Message

Remove datacheck that tests for uniqueness of stable IDs across all databases, all divisions. Not tractable. The GeneStableID datacheck tests for uniqueness within a database. The stable ID pipeline can be amended to include a report, once it has loaded the ensembl_stable_ids database - that's the most effective way to check.
