This fix attempts to ensure the same node-partition layout during a
failover-recovery rebalance.

-Node managers in every node stores a copy of the stable plan
 on it&amp;amp;#39;s local disk.
 A stable plan is one where all the indexes are having a stable
 partition-node assignment state. An index is considered to have a
 stable partition assignment state, when all its partitions are
 having the same exact partition-node assignment count in the plan.
 If this is not the case, then the plan is considered to be an evolving
 one and not stored locally for recovery purposes.

 There will only be a single version of the stable plan on local
 disk at any point on every node.

-During a recovery rebalance operation, it feeds the locally stored
 recovery plan to blance to result in the same node-partition assignment.
