implement transitive order iterator (#1384)

This PR implements a new transitive order iterator. This PR will be used by the fix for #1355 for iterating transitive orders. The bug is caused because dust orders weren't considered in all paths in the function, and using an iterator `filter`-ed by `!flow.is_dust_order()` will help alleviate the issue (and make the loop nicer).

### Test Plan

New module, added new unit tests, still not used anywhere (that will come later).
