main.yml から deploy を分離

- main.yml からトリガーするには Personal Access token が必要になり設定が煩雑になるため
- deploy.yml を追加
  - weekly build と release build を担当する
  - release build は https://github.com/EC-CUBE/ec-cube/pull/4671 と同様にテストを省略
