There was an issue with the module looking for the brotli file in the incorrect spot in the filesystem, and with bundlers, etc I was unsure if the external file would be picked up as a dependency, so the whole file was bas64d and plopped inline, mitigating the need for the filesystem at all, and also allowing it to play nicely with the confines of a strict dependency graph that a webpack or similar might use.
