Add new heading-scale variable map and heading-levels mixin (#364)

This PR introduces the new `$heading-scale` variable map that sets heading keys with their respective font-size and optional line-height properties. This then also includes the new `heading-levels()` mixin which outputs all the styles from the defined `$heading-scale` map. Also included is a refactor of the `heading()` mixin to now pull values from the default `$heading-scale` map or a provided custom map. This PR also includes:

- Updates the online docs and component `README.md`'s with changes and adds the missing variable documentation to the utility component docs.
- Remove the `text-lead` utility.
- Adds better variable overrides to the base component.
- Fix core line-height variable values.
- Fix core padding-lg variable values.
